You can do it in the chuck if the hole is true with the O.D.
Your parting blade is aligned evenly.
If the hole is not true then the best way is to face the rings on the shaft or butt before gluing.
That's one of the other reasons I set the dremel up on my tool post, not to reface them after they have been cut, but to cut them square right off the billet in the first place. It works so well that I don't even need to sand, and the faces are perfect.
I tried mounting the cut rings in the chuck one time like that, and that's all it took to realize that's not the best way to go. Ofcoarse even after realizing this, I still tried several times after that anyway
It can be done, but not easy, because there is not enough lenth to properly chuck the ring up, unless still in billet form. The dowel trick is one, and sanding on something flat will work if it does not cause staining from the dust, but if atleast one of the faces are good, you could also glue that face on the cue, and then recut/face It, before adding/glueing the other pieces to the ring work. May already know, but You can lay the edge of the flat part of your calibers against the face of the ring to check them for square.
I Finally have My rings coming off the billet in great condition, so I don't do any of that now, but I have been there and feel for you. Good luck with It.

BTW with the dowel trick, I have put just a slight taper on it before, the ring press fits the same, as already mentioned, but mounted the smaller diameter of the dowel in the chuck with the ring up against the chuck, so it locked in place, and was square. Have to be carefull not to run the carraige up in your jaws though, or might be a bad day 
. I just mount the tool post on that side, lock my carraige down, and angle the bit to give some space between the crosslide for the movement of the jaws.

You can press fit more than one ring on the dowel in intervals of say .5". Then face one side with your right hand bit, and if necessary, the other side with the left hand bit. The rings do not have to be extremely snug on the dowel as long as you are only taking of a couple of thousanth's, and your tool bit is real sharp.

Just make a collet out of delrin. You can do a step bore so that your ring sits square on the shoulder and then face it off. Turn it around and face the other side.

Chop them up flat in the beginning by using a cut off tool or end mill in router then sand them on a flat block and they are ready to go.
