fiber backing before tip install ??

whats the sense (purpose) of fiber or whatever it is backing between tip and ferule ?
 
does it change the hit of a cue or tip ??
STill have to prep before tip is installed - is it just for impact
 
Once installed you don't have to change the pad every time you change tips. Just cut the tip off and face a tiny bit off the pad. Pretty important feature for someone like me who does not use capped ferrules.

I don't think it changes the hit noticeably.
 
thanks that answer I looking for - I just installed a couple of tips the backing was there just wondered what the purpose was
