Are fiber pads only for ivory ferrules? Can they be used for non-ivory ferulles? Would it be good or bad for the cue's playability?

They are used for ferrules that are prone to cracking or splitting, hense why they are used on Ivory. Can You use them On other Ferrules?- Sure. Is there any performance advantages?- Personally I don't feel like there is, but I guess opinion may vary on that one.

Some would argue they are there so on tip replacements, the ferrule isn't shaved/faced.
Could be useful to dampen that dinging sound on glass melamine ferrules as well.

True, may be good for more facings, as opossed to just one also. eventually the ferrule will need to be faced though.
I just never liked the dampening feel personally, guess It just depends on the person. Too flat feeling for me. I found that I just like them capped, and don't Mind that feel, actually like It better. Ofcoarse with some cues, tapers, or if the cap is too thick, It can be too much though, and then you have yourself a nice tuning fork.
It's a personal preference I suppose, some like it and some don't from what I've seen. The only way to know is try it. I hardly even use them anymore unless someone requests them, or I'm putting a triumph on or something, and Since I started threading and capping them I have'nt had any come back, or any requests to change to another material because they did'nt like the feel. I can face them without taking hardly any material away also, so don't have as much use for them anymore, but that's just me. I see no reasons to think they are not suited or usefull to the right person though.

You can really use them any where you wish, But they do soften the hit some. For me, on Ivory it's mandatory. I also like them on Predators but it depends on the player. I have quite a few that use the pressed elk master on their predators and they change tips once a month, for them I use the pad. But only black, for some strange reason, I don't like the red ones.
