You can't, they must be checked in. Pool cues are specifically listed by the TSA as a prohibited item:

It doesn't mean you might not get through security if they are asleep at the switch, but don't count on it. Pack it good in your luggage or ship it UPS etc. to your destination.

A friend of mine who was traveling recently said he saw a couple of guys with cue cases in the gate area past security. Perhaps they just got lucky but more than likely they packed their cues in their luggage and were simply carrying the empty case on board.
