What is the rule in regards to the laying of the cue on the table with the tip under the edge of the cue ball and lifting straight up to shoot a leave?

I first saw jack hines do this years ago and got away with it. Then I saw a player try it and they were told that the cue had to make a forward motion when striking the cue. Foul ball in hand.

What is the rule?
 
What happened to Jack Hines???? He came thru Ft Walton years ago......Playing great. We staked a guy playing Jack......Jark ran over the guy. Rolled out to a jump shot....jumped it and ran out.
 
He has been in and out of trouble. In more than out i think Last I heard Scotty said Jack was in motorcycle accident and messed his shoulder up. He could have been one of the best if he would just play and not try and shoot angles on everything. He can be a friendly guy if things are going his way. He can also be a not so friendly guy.

This shot is deemed to be a foul:
It does not meet the standard for a normally stroked shot:
"for the normal momentary time commensurate for a stroked shot" in the "bridge and stance position".
A normally stroked shot is one in which there is a forward motion of the tip of the cuestick .. and not a ( this ) shot in which the cuetip is being "dragged" across the face of the cueball by "lifting" the cuestick, etc.
