Can someone explain in detail the full rules on executing a safety on an ball frozen to a rail? Whats legal what isn't. Ed

No. It can be driven to the same cushion if you so choose.

A frozen cue ball is considered to be driven to that same rail if the cue ball leaves the cushion and comes back to contact a cushion on that same rail, per the wording of Rule 8.4.

There might be specific wording in different games. Which game are you playing?

9 ball. so only the frozen object ball has to cushion a different rail after contact if the cue ball doesn't ?

Read 8.4. Today's World Standardized Rules don't seem to have that distinction or constraint. That rule used to be different, but not today, according to the WSR
 
Iv'e always played you have to send the frozen ball or the cue ball to a different rail.
Clearly, that's why you're asking the question.

The rules were your way up until at least 1997 in the BCA Rules (3.37). I'm sure someone can put the energy into finding out or telling (eg, RandyG, Bob Jewett), when that ruled chenged for the WPA and the World Standardized Rules.
