I recently gave this explanation to a fellow member, And wanted it scrutinized as to it's accuracy.
A full splice is a construction technique were as you fully splice the points from a handle piece to a forearm piece. All other techniques are actually some form or another of an inlaid point.
This does not mean necessarily that handle side of the full splice won't be spliced again to a different piece for weight and balance purposes. An old Willie Hoppe cue would be an example of no second splice. an old Adam cue would show a handle piece spliced to full/fully spliced point construction.
