Is this confirmed already? According to a poster in the WPC official forum (matchroom), Gabe Owen has pulled out of the competition due to 'travel concerns'. He has been replaced by a Filipino, Israel Rota. That would bring the Philippine team's total to 21 players. They got 8 out of the 14 qualifiers. I believe that Max Eberle is next in line if another withdrawal is announced.
