the numbers list in order of lowest to highest but the draw shows 9 as the last ball drawn before megaball

Looks pretty clear to me... 9ballzz has it.
Rules clearly state the second to the last ball DRAWN, not the second to the last ball after they have been put in numerical order.
Everyone knows they list the numbers in order after they pick them, if your raffle was only for the next to the last ball in the list what idiot would pick low numbers? You should at least watch the drawing if you're going to have a raffle...
