Your goals need to be both short and long term goals. Start with the long term goals first. Say you are an average level league player who would like to win an open tournament in the next 2 years. Winning the tournament is a long term goal. How do you get there? That's where the short term goals come in. You want to move up 2 or 3 skill levels in the next year, Even shorter term goals...you want to practice 3 times a week. Put it on your calendar. Then stick with your plan. Maybe you want to work with an instructor in the next 4 months. Contact a couple and find out how much it will take, and start saving. For example, it might cost $400. Save $25 per week for 4 months and you have it.
Write down your goals, stick them on your refrigerator door, or on the mirror in your bathroom...wherever you will see it as a reminder.
Simply put, decide where you want to go, and then plan the individual steps that will get you there.
Asking the question tells me you are serious. You can make it happen if you plan accordingly.
Good Luck!
