Just go with antler. It's much stronger than ivory.

Are you having any joint collars, etc? Chuck Starkey has made all wood cues using wood pins if that's your cup of tea.
 
Ferrule

Here is your answer again. With specific directions. Tell the cuemaker that you want a capped ivory ferrule that is threaded. The wood tenon will also be threaded. This will give you the mechanical bond and strength of the threads - which will also give you almost twice as much surface area between the threads for glue to adhere to. The glue is your chemical bond. That is your answer for the most solid, structurally sound ferrule configuration that will give the most feedback to your hand. Good luck.
