Help ID Old Cue

I was told it was a Scruggs. Tim said no. He thought it might be a Phillippi. Rick said no. Flat faced Ivory joint, 3/8 x 10 pin. Got any ideas?

Just a guess, but could it be an early Judd?

A McDaniel maybe? Just based on the floating points, which he seems to favor. The ringwork is most distinctive and will ultimately be the identifier, would be my guess.
