hah sounds like something I recently heard,

first seems to be
a dry hit without penatration

con=with
seco=dry
golpe=hit
sin=without
as far as I know

the rest I dont know

I recently had a local player over to give me pointers and open my eyed more
on the billiard table, he kept using taco de arriba, taco de abajo,spoke next to no english but I got about 70percent of what he wanted to convey

taco i believe is the cue stick
the translation i get literally is
....
with a dry hit without penetrating in other words
retracting or with braking (holding back) the cue stick as it hits the cueball

thats the best i can do with MY translation
but im not clear on what type of stroke they mean
is it a jab stroke??
 
That would be a check stroke that is being described, a stroke without follow thru.

It causes the cue ball to get to the 1st rail sooner (compared to a stroke with follow thru) and thereby shortens the path of the cue ball.
