Help - what kind of cue is this?

Found this in my grandfathers attic recently. Any idea who made it and rough idea on value.

You want the bad news or the good news first? Its a 25 dollar flea market special for everyone but you.

The good news is maybe its sentimental and its worth more than the 25 dollars to you. But thats for you and you only.

Its in great condition and the maker is unimportant because they were made overseas and at least 20 lines of cues had this cue in them.

The reason no one else has answered in your other threads is no one wants to hurt your feelings. Since I see you have posted in at least 3 forums it seems like you really want to know, so thats the story.
