help with cue id

Hi I've been trying to figure out this cue for a few months even taken it to a guy very respected in our community for his knowledge on cues and still no answers.almost everyone who trys it thinks its something special and most people say bushka or helmstetter but I just want to make sure its not a cheap knockoff. It has a 5/16 18 thread I believe and was told the ferrule was ivory due to it being a dull yellow when I got it.

First, it's not a Balabushka. Second, I'm not sure why your buddies would think either a Balabushka or a Hemstetter. There's no confusing the two. Unless by Balabushka, you mean the Balabushka reproduction series by Adam (Helmstetter). This one isn't one of those models.

Ivory ferrule? Ivory is not a dull yellow, it's an off-white with a distinct grain. The picture you have isn't good enough to tell what it is, but probably not ivory.

A cheap knock-off? A cheap knock off of what?
 
If it plays great, keep it.

The ringwork looks distinctly "Asian import"

One of my favorite cues is a cheapie that cost $19.99 new at Sears.
 
I say cheap knockoff because our local cue guru told me it does look somewhat like a balabushka but with no signature or marks would have to assume its just a well made Taiwanese.
 
And as for the ferrule it was off colored when I got it and supposedly been sitting for 20+ years.I was told ivory discolors over time.
