It looks like, that the buyer with zero feedback is only a straw man.
I was thinking that was probably the case.
couldthe buyer use paypal and when items not recieved get a refund so hence buyer and seller get paid?
No because when the item isn't received the seller is charged back with the item

It will be back up. If you look into ebay as much as I do you can see in your watched ended items that it does not show up. That means it was pulled out by the seller. The guy with the zero feed back was part of the scam to drive the price up so someone who wants it does not get it and the scam lives on another day. If you or I bought it it leads into a pain in the xxx of waiting to cancel the transaction and get your money back. This way his partner bids it to 3000.00 making sure he wins at last min to avoid a Paypal payment by one of us. It will be back up give it a week or two.
