Let's say the match starts off with Alternate Break, then once someone reaches the hill, it goes to winner break? That way the person who is behind has one last chance to string racks together take the win. Just throwing out an idea.

The way you explain it, the person reaching the hill first (who is by default winning at the moment) will always be breaking the next rack. I'm not sure how you feel this is an advantage for the person who is behind or would give them one last chance to string racks together for the win. I guess you mean if the person reaching the hill first fails to get out on that next break...
In any case, I'm not in favor of mixing winner break and alternate break in the same match, but if you did, it would probably be better to start with winner break and then at some point switch to alternate break. Probably best to stick with just one break format for a match though.
