how can you tell if a cue is full splice or not??

Well, no one else has tried to answer your question - publicly at least. Sorry to answer a question with a question, but do you have a particular cue that you are questioning? If so, post pictures of it here, with close-ups of the area where the bottom of the points and the handle meet.
In more general terms, it's not hard to tell. Take a look at a "bar cue" or a "sneaky pete" - they are full-splice cues.
Finally, if you're asking for the difference in a full-splice and a half-splice cue, I would refer you to Google.

Are you referring to four point cues that have wraps that cover the bottoms of the points?
 
With a full splice, the points and handle are both the same piece of wood. If it's wrapped, you will need to take the wrap off to see this.

I don't think Pete built many full splice, so I think you have a regular v-groove forearm cue.
