I'd sell my soul to the devil and ask for an eye-hand genetics transplant from Efren.

If someone has been playing for more than 5 years, and has not achieved "A" player status on their own by that time, then they simply do not have the genetic potential. No amount of training will get them there. This is my opinion, and the opinion of anyone else who favors nature over nurture:) Carry on the age old debate:)

Not true, Rich. I am proof of it. I didn't achieve A status until I buckled down and really worked on my fundamentals. Took about 3 months of frustrating work, but was well worth it. Took another 3 months to really make my new fundamentals my only fundamentals. That is, the old style not creeping in occasionally anymore.

You can get there, but you have to be willing to change what you are now doing. What you are doing now, isn't getting you there. You can't keep doing the same thing and hope that it will eventually make you an A player.
 
what would you do to train during these 3 years?
7-8 hours a day, 5 days a week training is your job now.
Do not exceed that, have free weekends, go out with friends and DON'T shoot pool on the weekends.

Would you hire a trainer?
Go with Tor Lowry to see if your fundamentals are tight.
Then multiple 1-2 day sessions with another trainer over time when you feel you've hit a wall in improvement.
Also do kind of a meditation, like progressive muscle relaxation, or yoga if you're more the "doing type".

Would you gamble more?
Absolutely not. Waste of time and energy and a lot of scum there.
You need to avoid scum by any means now.

Would you do more drills?
Yes. From basics to complex kicking/banking and safeties.

Would you travel to more tournaments?
Yes.

Would you move to a different area?
No, only if there are absolutely no tournaments in your vincinity.

What would you do to maximize your improvement over 3 years?
Play Carom (with your cue) in a registered association, they have trainers there. Should not cost more than 50$ a month flat fee.
This will improve your cue ball speed control and sensitivity by far, and obviously also banking, kicking and how to take unusual approaches in your pool play by caroming off balls.
