Ok, OK, the gig is up. I went fishing and didn't get a bite! I was hoping someone would point out the a ring made it impossible for the inlaid cue to be full splice. Didn't happen. The secret is that the guys at the shop INLAID the ring, keeping the full splice hit.
They are not the only cue builders to do this.
