I thought mezz cues come with a moori tip?

All new WD700 shafts should have a Moori III Medium Tip. Looking at your photos I do not believe that tip is the original Moori tip. It should be obvious that the tip is layered.

I would suggest contacting the person, place or dealer where you purchased the cue.
