Looks like a Stamboulini cue.

This line of Qs came out in 1992. There were originally 12 Qs offered. Yours was added sometime after 1996, because I have the 94-96 catalogs & yours is not one of them. It sold for about $360, So today worth about $100 in real good condition...JER
