Okay
I have a cue that in the butt plate has some designs. There are
some diamonds among other stuff.

Can a cuemaker other than the one that made it originally take out four
ivory diamonds and change them with a different material?

how hard if the answer is yes and why not if no?

Would this be an expensive project? I figure the cue would have to be rewrapped as well.

Its an Ebony butt plate with ivory inlays.

If he could make the diamonds slightly larger, than the originals, it should be no problem. If you wanted them, exactly the same size & shape, it would be better to go back to the original coumaker. He would either have the template for a panto, or his original cnc program already set up and tested. Anyone with a cnc could get there, but it may be more trouble than it would be worth, to try to make an exact duplicate.

It's fairly easy to do, and assuming the wrap is linen, should run you about $100-$200.
