It looks like plastic to me.

Looks like the cheap cues that came from Sears, or Kmart. When guys used to bring me those to evaluate, I'd ask if they had a fireplace.
Allthough before I played 3C an old man brought me a duffel bag full of carom cues that I told him the same thing. They probably had value but I didn't know. This could be the same.
