I'm not so sure.... I measured 4 shafts all with the same or very close to the same measurements. this is what I came up with.....
at the tip the average dimension is 12.67mm. 9in down from the tip its 13.63mm. 12in down from the tip its 13.99mm. at no point (except the ferrule) did I get an equal dimension. I drafted this up on autocadd. and came up with an average angle of 0.12 degrees. while this is a small amount of taper. it is a taper. Isnt pro taper supposed to be straight up until 9 to 12 in? I used a set of digital calipers to measure the diameters. oh...and one of the shafts is brand new. so I dont think its from wear & tear.
 
Are those shafts from production cues? Sometimes the final sanding stage does get a little rushed as they're not custom ordered to specific dimensions.

When I do custom orders with specific dimensions for the shaft, I follow it to every inch of length to about 6 inches from the joint then that's where I blend it in to my specs.

yes...they are from production cues. 2 are from 2 diffrent Mali cues. one is from a harvard cue & the other is a predator 314 shaft.

Yes you are correct, but most use a "modified Pro Taper". This means they stray slightly from the shaft being perfectly same diameter for several inches. My standard shafts are a modified pro taper. Mine are 13mm at the tip and 13.5mm 12 inches back as a general rule. This increase in size is so gradual that you don't feel the sudden increase in size you feel with many pro tapered shafts.
