Sure, if you overcut it (skids look like undercuts - too full).

Sure it could happen. Just means you got lucky

That's funny because I've heard 100's of complains about a ball skidding and they missed but never once have I heard of anyone mentioning they got a lucky skid...people just want to complain.

If the ball goes where you think you aimed it, it's more likely you'll see a skid as normal throw.

If you hit it too thin, it could skid forward and make the ball still. There are tons of times where a ball will just skid an inch and still go, you just hate the ones that don't fall in.
