...to lay your cues on the table for a short period of time? Say a half an hour to an hour.

this is new to me. ive been playing for quite a while and never had a problem doing this i think it comes more from guys getting mad when they dont win a game and they toss the cue on the table.
 
The only problem is depending on table maintenance laying then flat could get the wrap dirty, but it won't really damage the cur if you lay it on a table for a week.
 
I leave my cue flat on my table 24/7. Invested in a cue rack but it hasn't been used in about a year. Only time it isn't on the table is when I'm taking it out, or I'm playing at home with it. Its still as straight as the day I bought it.
 
It's not safe in any respect. Most cues are not constant taper, so they will begin to take a small bend if you lay it on the table either constantly or regular intervals. Store it upright, either screwed together or not.

On the possibility of theft, it's not safe either. Anywhere. Period.
