is this a foul?

I played in tourney and this came up. I was not involved. playing 9-ball. player A is hooked by the 9 and is kicking at the 6. the line he is kicking at is not obstructed by the 9. player makes a good hit but player b says his cue stick hit the 9. they were about 6 inches apart.
I know the 9 is considered the obstructing ball but it was not impeding the kicking path in any way.
I am still at the tourney and do not have access to the wei table.

is this clear? I think there was a situation like this in BD and the ruling was that ......... I forgot.

If you are playing "cue ball fouls only" then it is not a foul. The sitting player has the option of restoring the disturbed ball back to its original position.

If the nine was moved in a way that affected the outcome of the shot, it's a foul. For example, if the cue ball had subsequently contacted the nine, it would be a foul. If the nine ball could be interpreted as an obstruction, this is a foul. Moving the ball you are jumping over or masseing around is always a foul.

Still, unless you have omitted some relevant details, this is not a foul.

This is exactly why the rule should be.........if you hit a ball while shooting it's a foul.....no guessing what the intent was, no guessing if a ball was obstucting, real simple....hit the cue ball and the cue ball ONLY or it's a foul.

Couldn't argue anything that way but the lazy players like all the rules where you can touch balls and nothing happens.
 
At some places if the shooter picks up the ball to move it back it is a foul. Or if he picks up (touches) any ball before all balls stop moving it is a foul.

I agree with Steve and pool should be played at the higher level where all fouls count.

While I do not disagree, trying to enforce 'all ball' fouls gets a bit difficult, especially without a referee (or perhaps two, one cannot see everything). Taken seriously though, playing all-ball fouls should cause players to wear tighter clothes, which might not be a bad thing depending on who's playing :)

Rules are good. Enforceable rules are even better. All-ball fouls without a referee is just asking for trouble, imo.
