what is an upper shaft?
how long have you been playing??? 20-30minutes??? that is a shaft. no such thing as upper-n-lower shafts. that lower 'thingy'(pro pool term) is called the 'butt', kinda like what you're gonna be when the jokes start pouring in this thread.
Just to be nice, yes that is a Meucci SHAFT. Used on various HOF-series cues.TedCueII++

It does look like a Meucci shaft collar. Being able to see the ferrule (white part at the other end with the tip) might help positively identify it though. Meucci tends to use a longer ferrule than most other manufacturers or makers.

Based on the ringwork, the ferrule length, and that it looks like the type of thread insert Meucci has used, I'd say it's a Meucci shaft. Looks like an Elk Master tip, too. The ferrule (white part) should be right around 1.25" long.
