UPON FURTHER INSPECTION, THE JOINT IS IVORY AND THE BLACK END CAP IS NOT PLASTIC, IT IS EBONY. WRAP APPEARS TO NOT BE ORIGINAL. THERE IS A PATTERN OF FOUR SMALL DIAMOND SHAPED IMPRESSIONS ON THE END OF BUTTCAP, SURROUNDING THE SCREW. THE SMALL DIAMOND SHAPES ARE LESS THAN 1/16TH INCH IN SIZE.

IT HAS BEEN SUGGESTED TO ME THAT THIS IS POSSIBLY A SHERBINE , PAUL MOTTEY, PALMER , FRANK PARADISE.
THAT'S JUST IN THE LAST SIX HOURS!!!

OVERNIGHT IT'S BEEN SUGGESTED SZAMBOTI AND TASCARELLA.

It's entirely possible. The pointwork and the butt/ring look like Rambow. The sleeve is a little shorter that most Rambows I've seen, but that doesn't mean much. I'd get it to someone that knows cues of that era and get an expert opinion.
 
Ivory joint is very rare on Rambow. Besides, almost all the Rambow I have seen featured a Titlist blank. This cue here is built on what seems to be a Brunswick blank with no veneer.
Rambow also used linen wrap as well as leather wrap while the Brunswick hoppe model featured only leather wrap.
The joint pin and the female on the shafts look like they have been changed. I do not see any wooden pilot lip on the shafts, which is a standard feature on all the Rambow I have seen. The pin also looks a bit longer than normal.
In my humble opinion, this looks like a Brunswick which have had some works done such as but is not limited to a new shaft made, a new joint installed, or may be even a leather wrap replaced.

I can't see any veneers in the points and they are very short, which says most of the points are covered up by the wrap. It looks like a modern day regular house cue conversion done Rambow sylye to me.

Yes, I think that is highly likely that it is a house cue conversion. The bumper looks like an old Brunswick bumper to me. Those old Brunswick Hoppe had a very thick leather wrap with a very thick butt. I think the leather wrap is not original and the butt seems quite a lot thinner.
Of course, someone could have built such an old brunswick style bumper on a modern day cue but it is kind of odd. One of the shafts look quite old with a yellowed ferrule.
May be it was a conversion done on an old Brunswick? The joint configuration seems very "modern day" to me. I do not see it being a Rambow or a Szamboti or a Paradise.

What was the old Brunswick bumpers made out of?

And for the record the wrap is not leather though does appear to be. It is what appears to be a solid black Linen wrap.

The cue shares traits with both of these cues above. The cue posted on proficient has a similar joint configuration. The one on billiard cue.com shows the butt cap.

So that makes me wonder when you say too "modern day"? I think the Szamboti on billiard cue.com looks more modern then the cue listed here.

With all due respect, perhaps you should speak to the owners of the above mentioned sites, I am sure they will be more than happy to share their knowledge with you.

I am quite certain that it is not a Rambow nor a Szamboti. I agree it is a house cue conversion; I am afraid I cannot give you an answer to the who and when.
