its highly unlikely a flyfishing rod case. those rods are 5 to 7 FEET long this case is only 22 inches you would have to break the rod down to like 5 or 6 pieces and most only break down 2 and rarely 3. i think its very reasonable to believe its a cue case...just because it doesnt look like the type of cases we are all acustomed to doesnt mean its not right? look at mike masseys case its a big ass shark!!! i think this is probably just like a proto-type case of the big full zip soft cases we have today.

At 22" long it's unlikely to be a cue case. Possibly an instrument case or a case for a shotgun than breaks down into the barrel and the stock.

Cases like this are very common and used to be even more common. Essentially a very basic butterfly pattern. Easy to mass produce.
