Without seeing the cue it's impossible to be very accurate. Jacoby's are nice cues (I have two)
You would be best served getting a replacement cost estimate from Jacoby by email/snail mail. That way you could set your pricing based off of that. If the cue cost $1500 to replace Getting $1000 is a 33% reduction in value/cost. I would also take into account Jacoby has many cues out and in the market place.
