Ok at first I became interested in this stream because this japanese girl who is kicking ass was wearing a funny costume. But more interesting she is racking with the corner points of the magic rack towards the head string removing some of the obstruction of the shape. and absolutely nailing the corner ball every time. watch this video... https://youtu.be/fpiIZAkdQ0I

By the way there are several people dressed in costumes at this tournament. There is another person dressed as a strange grey creature...

She was kicking ass when I tuned in she had her opponent 5-1 (race to 7). She let him get back in beating him 7-5 (I think) but had she gotten a few rolls in the last few it would have been 7-3 at least.

I've seen some of what they wear and do in Japan, that outfit is maybe mildly out of place there while being strange in the US. The reversing may be just not knowing how to rack it, the corner ball is pretty much dead if you know how to hit it the other way also.

It's just preference. Some people think that putting the rack in reverse makes it less likely that balls will come to rest on the rack after the break.

From your user name it appears you world be the guy to ask. Thats the first time I've seen that is that only in Japan. Any idea who came up with that idea?

No idea. I wouldn't be surprised if multiple people have come up with it independently. Sometimes I do it if it seems like the balls are getting stuck on the rack more than usual.
 
I figured it was because turned the regular way the corner ball has to travel almost an inch (23mm) over the rack.
Where as at least with the magic rack turned the other way it is off and free cleanly in 6mm. Also turned the normal way it comes off the rack at a long slopeing angle. Turned her way it can drop off square. It never occurred to me it would affect balls getting stuck on it that's wild.
