The person swears up and down it's a hoppe ring joss west... I am just not sure

Well, it is NOW LOL, seems to me that there was a larger damage part that was replaced where that crack is under the logo. I don't think I have seen a JW done that way or any cue with a hoppe ring in that location.

Broken forearms and butt sleeve replacement are minor repairs in my opinion.
The cue is still worth upwards to 50 bucks.
I wonder what tips are on it?
