Jump Cue Length Question

This might seem a strange question but here goes:

The minimum length of a cue in the BCAPL is 40 inches. I have an OLLLLDDD joss jump cue butt with an original joss shaft from a joss cue that I purchased in late 80s/early 90s. When put together the jump cue is a little over 39 inches. Definitely NOT 40 inches.

Can I add a longer bumper to technically meet the minimum length requirements?
 
I don't see why not, unless it specifically says that's a no-no.

I hear rumors of guys still wanting to "shaft jump" after the 40" rule came out jamming drinking straws into the shaft hole to get the 40" they needed.
 
Technically, you could embed a (sewing) pin in the end and make it legal. As long as the pin remaind in the butt while the cue was in use.
