Jumpin' Joe Lawrence cue?

I think that is a Kaiser cue from maybe the 90s, or 2000s signed by the guy. Good cues BTW, use a 3/8 x 11 pin like SouthWest and well-built and very cheap. I had one for a bit almost exactly same model at this, bought it for $100 and some guy just had to have it so sold it for $200 like a week later LOL. For value, maybe $150 in great shape, I thought the $100 was a very good price for it considering how nice it looked and I would have paid $150 for it. Signature does not add any value at all.
 
There was a guy that used to play in Columbus Ohio named Joe Lawrence low A player at best but he was usually really drunk and played that speed , so I don't know what he was capable of younger in life. They also called him "Railroad Joe" no idea why. That was 30 years ago and he was at least 60 so probably no longer with us.
