If someone is playing in an area that is full of very strong players, and they aren't winning all that often, their rating will be depressed by the excellence all around them.
There's a fellow in Chicago who, I think, is an APA 5 there, is a 9-1 handicapped at Chris's in 9 ball, and who, I'm told, won the APA 8 ball national tournament some years ago.
Apparently there were some folks who watched him play at his APA 5 level and thought he had sandbagged his way to that level just to be able to compete in the nationals. Well, guess what. He's probably an APA SL5 in the Windy City. Lots of tough competition there. Send him elsewhere and he's much stronger. Certainly stronger than some of the 7's I've seen in other places.
