Hiya- I'm not a soon to be room owner in the planning stages, and all of this is an education to me. So please don't mind if I chime in here and there.

Where we want to locate we are positive we are going to have a ton of loiterers. There is nothing else within twenty minutes drive for kids to do and we are right on the city limit of fairly large city. My wifes suggestion to get any loiterers to play pool and to get the kids playing more overall is to have a kind of raffle for a popular item. Something different every month. Every paid hour gets the player 1 raffle ticket. There is a drawing at the end of the month for the item. It would be things like mp3 players, playstation3, the wii etc. Shes a good ten years younger than me (shes 25) and she know her generation and younger much better than I do.

Sound like a good idea as long as its legal?

Look at your state laws. In my state, I believe it's illegal if the person putting on the raffle profits from it.
