Last Pocket 8-Ball - Dominican Rules?

Can someone explain the Last Pocket 8-Ball rules that were used in the Dennis Orcollo vs Reyes Gomez match?

I didn't see that match but in my area the only real difference is they don't play fouls.
You don't have to play a legal safety which leads to some very long games.

A friend of mine plays this game in some bar he goes to, the rules sound pretty much like the standard bar rules (balls need to be called for a contact with every rail, you can't play off your opponents ball, if you can see the object ball you can push the cueball anywhere with no rail contact needed).
