Leather work question

This cue was recently on the For Sale forum.
What I'd like to know is
1) Can rings like the rings on the leather of this cue be done if the cue is already wrapped?
2) How?
3) Any special tools required?

Ernie is the only one I have seen doing those ring grooves, and I am not sure how he does it. I would guess it could be done after the leather is on. A bearing with a surface ring shaped the width of the grove could be mounted on your cross-slide and put up against it while the cue is spinning to create the grooves.

Thanks for the replies. I don't have a lathe to work with (could possibly get access to one) but Chris' reply gives me an idea! Just got to find something similar to a cue to practice on. Thanks again.

Tony Scianiella (Black Boar) does double scoring rings like this on just about all of his pigskin leather wraps, not on lizard (God no!!). It adds a lot to the wrap and is very simple to do on a good lathe.

There is some debate in the industry as to who things they did them first...Evan at Schon, Tony, Ernie...etc.
