I love cocobolo cues.

I have a old leather wrap in my cue and i want to know how to make it sticky or grab like a rubber grip..
 
Get a cheap rubber overgrip and put it on the cue, might be your easiest way to get it to feel like rubber.
My Honda is not a Harley and leather is not rubber.
 
Many add-on rubber grips are made for carom cues--they might fit.

This may sound crazy, but I chalk with my right hand (hand on the wrap) and my leather wrap is very tacky because of the chalk. So, you may try rubbing tip chalk on the wrap to get it tacky.

How about a "light" coat of hair spray. My gets it on my stuff in the bathroom and it is all pretty tacky...drives me friggin' nuts.
 
Why not just replace the wrap with something you will like instead of wasting time. This is much easier to do.
