Legal shot question for the APA ruleset

I have been playing pool for 54 years so I don't remember when and who I picked this shot up... be it from playing 8 ball or a grumpy Irishman who taught me snooker.

The shot is you lay your cue on the table and bring the cue tip just past the edge of the cue ball so when raise the tip it brushes the cue ball. I was taught the shot for very close cue ball and object shots that would require extreme finesse and would be near impossible otherwise. I was taught the shot was called a "lift".

The question is this legal? I understand it still COULD end in a double hit cue ball foul but the suggestion that it not being at a 45 degree angle magically makes it an illegal shot.... I have to call BS on that. Anyway I didn't find anything in the rulebook. So I thought I see what folks think here.

If I remember correctly, the BCA rules require a shot be ‘stroked’. Merely lifting the cue might not qualify (?)

Dr. Dave did a video of that and other disallowed things. Apparently all strokes where the cue doesn't move along it's length are disallowed.
