leveling and setting up my gold crown one

I purchased a Gold Crown I a couple of days ago and I need some advice on leveling the frame. It has non-leveling legs.

My basement floor is about 1/2 inch lower on one side of the table.

1. should I level (shim) between the lowside leg and the frame?
or
2. should I put wood under the low side leg ?

I want to get the frame close to level before slate installation,

I plan on shimming the slate when installed to fine tune.

Also....should the rail coverings have folds near the pockets or not, this table has folds, and I wonder if I should redo them.
