You really should do a search, but this oft asked question usually gets
several replies pointing you to a list of usual suspects. Many will tell you
to just go ahead and buy a $3000 plus cue lathe because it is inevitable
you will soon be swept into the obsession...

Hardly ever does anyone sell a cheap tip lathe.

Several people use a drill based setup.

You can get a good entry level actual lathe for a bit less than $500.

well as i mention i'm just looking for a cheap one to do tip for personal use only
not looking to spend 3k on a machine
but around 500$ it will work as long as i can fix tip and such
 
I am not a cue maker but I do repairs. The Harbor Fright has a 20mm pass through - it can handle tips but that is about all, at least in a direct way. I believe you only have a 10" bed to work in and that is really limiting.

A mini-lathe as shown by Chuck with some kind of setup to stabilize the shaft.

Either choice should provide a way to do what you want - and more if you ever
care to expand your horizons.

Try to find an Atlas 9" or South Bend. They can be found for 500-800 in great shape. Normally they are either 18-36" long and the spindle bore is a little more than 3/4". Where are you located?
