Looking for info about old Titlist Cue

A friend of mine has asked me to investigate and possibly sell an old
Titlist Cue. My friend has own the cue since the 1970's and he was
told the cue is from the 1940's. He has no idea who may have converted
the cue. Joint and butt cap are white phenolic material, 5/16x14 threads.
Traditional titlist color veneers. No finish on cue. Weight of butt is 14.40
and shaft is 3.6 oz. Butt has "16" stamped on it. Looking for any info
opinions, offers. Thank you.

Reminds me of a snooker Cue.

What was the name of that guy worked with Harvey Martin? Looks like a California builder. 60's-70's
