I don't think there are any EXACT ranking for this. The common ones are
Beginner - no idea how to hold the cue right, bangs at balls till something drops.
D - begins to understand there is more to the game than one shot at a time, can hold a decent stance, can run a few balls in 9.
C - Has a pretty solid stance, can run 3-4 balls quite a bit, very rarely runs a rack of 9. Knows position shots but does not always make the right desicions.
B - Good mechanics for the most part, if not he has played enough to overcome any flaws. can run 4+ regularly in 9 ball, can break and run, and sometimes gets 2 in a row, but very rare. Knows advanced position play and has good speed control.
A - has better focus on the table than the B, can put action on the cue ball with little effort. Will break and run often, and probably 80%+ with ball in hand on the 1. Knows pretty much all the shots. Can string 2-3 racks at times.
Open - pro level, runs out ball in hand 90%+ with an open table (no or few clusters), will string multiple racks often.
I think Joe Tucker put together a 10-ball test to see what level you may be that I heard worked pretty well. You break a rack of 10-ball then take ball and hand and try to run out, repeat 10 times. You miss, start another rack. Add up your total balls run to get your skill. I think 60+ was an A or better from what I remember.
