If you ever get a chance to watch Ga Young Kim or Kelly Fisher, do it. They're both just as fast. I once clocked GYK at 50 seconds for one rack in a finals at Comet Billiards. The only thing that slows these two players down is that they have to wait for all the balls to stop before shooting again.
