I'm sure that they have an English speaking staff somewhere, but I doubt that you'd be able to hook up with him/her right off the bat with a telephone call. I've emailed in English before with no reply, so I can't say much about what your chances would be about getting through with emails. email is the best way to get ahold of someone over there. With time zones and the language thing phone contact is difficult.
