It is a short Bubble Level, most Pool table service use 3 foot plus commercial levels, with Bubbles at both ends.

Kinda looks like a 10" but might be a 8

Anything under $100 is a great buy. That's a 98-12 and they're around $300 new, $200 used. Sometimes you can find them cheaper.
The wood case is a nice bonus too.

12" is good, 8" is also very good, especially for Diamond tables.
