Making an X Breaker conform

I understand that the Xbraker tip is an inverted cone that enters the ferullle. How would one go about making the X Breaker conform to the new BCA rules??. Would it be possible to flatten the tip and apply the leather one to it??.

That's exactly how a cue tech installed a White Diamond on one of my XB (Samsara ilk) shafts. I've broken with it many times since, and have had no problems - though I've not been overly impressed with the WD tip. I'm going to have this same tip replaced with a Samsara JB tip.
